In a large bowl, combine flour, salt, black pepper, garlic powder, and Italian seasoning. Stir well to mix. Using a fork or tongs, coat the chicken breasts in the flour mixture by pressing them with tongs, then flip the chicken over to coat the other side. Sit aside.
cook chicken breasts: Heat 2 tsp of olive oil in  skillet on medium-high heat. Once the skillet is hot, place the floured chicken breasts in the skillet and cook for 4 to 5 minutes on each side, until golden brown on both sides and cooked through, flipping once between cooking, for 8-10 minutes.  Remove chicken from skillet and set aside.

To make the sauce, melt the butter in a skillet with the diced yellow onion and chopped garlic cloves. Cook for 2 minutes over medium-high heat, or until onion and garlic are transparent. After that, toss in the chopped green onions and tomatoes. In a separate bowl, whisk together 1 tablespoon flour and 1 tablespoon water.

Heavy cream, water, Italian seasoning, salt, and red pepper flakes are now added to the pan. Bring the mixture to a boil, then stir in 12 cup Parmesan cheese shredded. Mix with a whisk or a wooden spoon until the mixture is smooth.
Cook the pasta in salted water according to the package directions. I want pasta that is neither too stiff nor too soft, therefore I make it Al Dente every time. Drain the water but do not rinse it.

Final assembly: Combine the cooked pasta and sauce in a skillet over low heat and stir until mixed, about 2-4 minutes. Return the chicken to the skillet and heat for an additional 5 minutes over the pasta.
If desired, serve the chicken over or beside pasta and top with Parmesan cheese.
